Some of the elements that a state must put in place include; appropriate laws, regulations, procedures for setting up standards, enforcing the legislations, appeal of both the citations and penalties and lastly a state must have a sufficient number of enforcement personnel who are qualified. Once the state accomplishes the above requirements, it is eligible for certification.
